WITH regard to the suggestion contained in your telegram No. 18 of the 17th instant, that the scope of the Trade-marks Convention might be enlarged so as to include patents and designs, I do not consider that the Japanese Government would be likely to raise any objections, and, should mutual protection also be extended to copyrights, the basis of our Convention would be similar to that of the United States. Please refer to my despatch No. 278, Confidential, of the 21st December, 1907. I have, so far, received no reply to my telegram No. 18. When may it be expected?
